billingsleyfrankKPRC-TV Channel 2 Chief Meteorologist Frank Billingsley is known as the calm voice before, during and after the storm. Houstonians have come to count on his reassuring presence through Tropical Storm Allison, Hurricane Ike and most recently the devastating floods of Hurricane Harvey.

A Washington and Lee University graduate who strongly believes in compassion, Frank enjoys giving back to our community. His involvement ranges from emceeing the Wine Committee’s auction and gala at the Houston Livestock Show & Rodeo to auctioning off fundraising dinners at his home over the years benefiting the Human Rights Campaign, Bunnies on the Bayou, Citizens for Animal Protection and their Pet Set group. Frank always supports CAP and became an Elite Honoree in 2015 raising tens of thousands of dollars. He and Radar the Weather Dog helped the Houston Humane Society for years with fundraising and pet adoptions and in 2009 Frank received the Houston Humane Society’s Unsung Hero Award. That same year, Frank received the Hurricane Ike Hero award from the Galveston Housing Authority for his fly-overs of the island after the hurricane, showing storm victims their damaged homes that they could not reach. He became an early supporter of Hair Care Houston in 1995, and for years served as emcee for the “Justice for Children” gala raising money for abused children. He can be found yearly at the ESCAPE Center’s dinner for neglected children and his annual Legacy Community Health Golf Tournament has raised over half a million dollars since 2010 for Legacy’s social services. Of the many emcee tasks he takes on for different charities, Frank’s favorites include the Galveston Humane Society PAWS Gala and the luncheon for Arms Wide Adoption Services. Frank was honored to be this year’s keynote speaker for Arms Wide where he introduced his newly-published memoir Swabbed & Found: An Adopted Man’s DNA Journey to Discover his Family Tree.

Since joining KPRC 2 in 1995, Frank has received Best Weathercaster awards from the Associated Press seven times, the Houston Press Club four times, the Houston Press newspaper four times and the Dallas Press Club three times. The Houston Chronicle named Frank the “Ultimate Weatherman.”
